Internet Explorer 7 Search bar tweak

This tweak is pretty simple indeed. It basically just removes the search bar in IE7. Attached are the reg files to diable the search bar and another to enable the search bar. After performing the action, a complete restart of Internet Explorer must be done.

How does one download the IE7 tweak file?
All I got was the following:
