Building my PC

Hello everyone.

Im building a new computer for myself. I got all the wiring done, and all my hardware together, but when I start up a loud alarm goes off. A loud, constant, ear piercing, beep. All my fans turn on, and my CPU heatsink/fan comes on too. But, my monitor is blank.

and I have 2 older hard drives from around 2004/05. One is an 80GB and one is a 20GB.
