I want to Uninstall my Windows XP before doing that do I have uninstall all my programs first and will everything will be wiped out already? Do I have to uninstall my drives as well?. How would I install the drive back , where do I get the disk for it? I want to start everything fresh on my computer but I don't know how to go about it.

What will happen is the restore cd's will bring the system back to the state it was when you purchased it.

Simply put the first one in the cdrom and reboot the computer aqnd answer any prompts that occur on the screen.

If my system is infected with a virus or there are traces of spyware and I uninstall Windows, if I install it back will it still be infected? And do I have to uninstall the hard drives as well?

If you do decide to use the restore cd's then like I said, it will be just like the day you bought the computer. It will be in the exact same state. Thats all you have to do.
