Obsolete entries are left sometimes and its just a matter of finding the in the registry..

They should be located:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre nt Version\Run
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre nt Version\Run Once
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr ent Version\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr ent Version\Run once

They are ok to uncheck.

Lets say that norton was an entry in the msconfig tool list. If it as in one of the registry keys that you followed up above then right click Norton and select delete from the registry.

Then close regedit, reboot and see if its still there in msconfig/startup tab
