How do i view accounts and passwords on my system?

i am currently not administrator and dont have any admin privilages. im just wondering if there is sum sort of program which could tell me accounts and passwords on my computer. if i could even create an account that would be even better

yeh i have already got that......its just that i dont really wanna change the admin password coz when the admin goes to log in they wont be able to and yehhh.
